Tax Abatement Application for Owner-Occupants in JeffVanderLou/St. Louis Place Redevelopment Area
In March 2024, the City of St. Louis adopted Ordinance 71795 (Board Bill 174) empowering the Land Clearance for Redevelopment Authority (LCRA) to allow existing residents in the JeffVanderLou and St. Louis Place redevelopment area to use tax abatement for property improvements.
About LCRA Owner-Occupant Tax Abatement
Owner-occupant homeowners living in the JeffVanderLou/St. Louis Place redevelopment area may be eligible for a 10-year tax abatement on their real estate taxes if they are completing qualifying home repairs.
Tax abatement freezes homeowners’ property assessed valuation for 10 years at the pre-home-repair value. It does not eliminate all property taxes.
Submission of a Tax Abatement Application and fee does not guarantee that abatement will be authorized.
The abatement is available for home repairs completed between April 5, 2024 and April 5, 2044. Homeowners can apply any time during that period.
Eligibility for Owner-Occupant Tax Abatement
The property must be within the redevelopment area boundaries (see page 2 of Application).
All property taxes must be current.
The value of exterior repairs or construction must be a minimum of $2,000.
Applicant must be an owner-occupant with legal interest in the property as of November 1, 2023.
Documentation (such as photos) of improvements having been completed between April 5, 2024 and April 5, 2044 is required
