Request for Proposals: 718-720 Union Blvd. & 5242-5266 Enright Ave.

The Land Clearance for Redevelopment Authority of the City of St. Louis, Missouri (LCRA) is issuing a public Request for Proposals (RFP) for the redevelopment of the city-owned property at 718-720 Union Boulevard and 5244-5266 Enright Avenue. The property was most recently operated by the Demetrious Johnson Charitable Foundation as the West End Recreation Center.

The intention of this RFP is to solicit proposals from developers that will contract to purchase or lease the Property and complete the redevelopment of the Property according to terms, provisions, and conditions determined by the St. Louis Development Corporation (SLDC) staff.

SLDC and LCRA are working proactively to create a clear path toward redevelopment of the property by assisting the City to solicit proposals that will be presented to the Board of Estimate and Apportionment and the Board of Aldermen for further consideration. LCRA will continue to engage with neighborhood stakeholders — including the Comptroller, the 10th Ward Alderperson and SLDC Neighborhood Manager — to identify potential development obstacles and opportunities, and determine appropriate levels of development incentives.

Request for Proposals: Municipal Courts Building

The Land Clearance for Redevelopment Authority of the City of St. Louis (LCRA) is issuing a public Request for Proposals (RFP) for the redevelopment of the Municipal Courts Building located at 1320 Market Street. The Property was constructed between 1909 and 1911 and housed various courts and agencies until its closure in 2001. It has remained vacant and steadily declined in condition in subsequent years. 

The intention of this RFP is to solicit proposals from developers that will contract to purchase or lease the Property and complete the redevelopment of the Property according to terms, provisions, and conditions determined by the St. Louis Development Corporation (SLDC) staff.

Millennium Hotel RFP & Redevelopment Plan

Gateway Arch Park Foundation (GAPF), the 501(c)(3) nonprofit conservancy and official philanthropic partner of Gateway Arch National Park and its surrounding areas, is seeking information from qualified firms for the opportunity to redevelop the former Millennium Hotel site located at 200 South 4th Street in the Downtown neighborhood of the City of St. Louis, Missouri, which an affiliate of GAPF currently has the contractual right to purchase. The roughly 4-acre property boasts immediate adjacency to two of St. Louis’s most iconic landmarks – the Gateway Arch and Busch Stadium. This location presents an opportunity to create a significant connection that enhances the link between these attractions, as well as others, and to create a vibrant mixed-use environment for both locals and visitors. Successful proposals will deliver economically and environmentally sustainable development to this marquee location.

St. Louis Lambert International Airport Request for Proposals: West Carrollton Development Area

The St. Louis Airport Authority of the City of St. Louis, Missouri is issuing a public Request for Proposals (RFP) for the redevelopment of the West Carrollton Development Area. This 315 acre (approximate) property formerly was a residential neighborhood, originating back to late 1950’s Postwar America. In the 1990’s and early 2000’s, as part of St. Louis Lambert International Airport’s expansion, the neighborhood was purchased using local and federal funds as a part of a noise abatement program. After the acquisition by the Airport, the structures were razed, and the site has remained vacant since.

The intention of this RFP is to solicit proposals from developers that will contract to lease and redevelop the Property as a non-aeronautical supported use. Other terms and conditions may be developed in response to specific proposals and incorporated into agreements that may be necessary to implement incentives for the redevelopment. As this RFP seeks the redevelopment of a property this size, multiple Respondents may be considered as part of a collective strategy to be implemented by the Airport.
