  • It is St. Louis Development Corporation’s (SLDC)s policy to promptly and fairly resolve complaints which allege violation of federal anti-discrimination laws.

  • SLDC’s Non-Discrimination Coordinator shall receive and review all complaints of discrimination made against SLDC or any employee or agent. If any person believes they have been discriminated against on the basis of race, color, national origin, disability, age, sex, or language proficiency in administration of SLDC’s programs or activities, they may file a Complaint of Discrimination, available on this webpage, by mail, fax, or email to:

    Upon request, assistance will be provided to any person(s) unable to read or write English or who otherwise needs other assistance in filing a complaint.

  • A complaint must be filed not later than 180 days after the date the alleged discriminatory activity occurred.

  • The complaint must set forth as fully as possible the facts and circumstances surrounding the alleged discriminatory conduct. A courtesy form of Complaint of Discrimination is available on this webpage. To be accepted, a complaint must:

    • be submitted in writing;

    • involve a covered basis such as race, color, national origin, disability, age, sex, or language proficiency;

    • involve a program or activity of SLDC or, where applicable, a SLDC consultant, contractor, or subcontractor;

    • identify the date(s) of alleged discriminatory conduct; and

    • be signed by the complainant and/or the complainant’s representatives.

  • Confirmation of Receipt: A letter acknowledging receipt of a complaint shall be sent to the complainant not later than (5) business days after receipt.

    Investigation: Upon receipt of a complaint, the Non-Discrimination Coordinator shall determine jurisdiction, acceptability, the need for additional information, and investigate or designate an appropriate investigative entity to examine the merit of the complaint. Only those issues raised in a complaint shall be investigated. During the investigation process, the Non-Discrimination Coordinator or their designee shall review appropriate documentation, may request documentation or materials from the complainant relevant to the alleged discriminatory conduct, or conduct interviews with SLDC, its employees, agents, consultants, contractors and subcontractors, the complainant, and/or witnesses to the alleged discriminatory conduct as appropriate. Confidentiality will be maintained as much as possible. Reasonable efforts shall be made to investigate and resolve allegations of discriminatory conduct within sixty (60) business days of receipt of such complaints, if not sooner.

    Administrative Dismissal: Cooperation from the complainant is required during the pendency of an investigation. All required information is necessary to process a complaint. Accordingly, a complaint may be administratively dismissed for any of the following reasons:

    • the complaint filed greater than 180 calendar days after the alleged discrimination occurred;

    • the complaint lacks any of the information required in this process;

    • the complainant withdraws the complaint;

    • the complainant fails to respond to reasonable requests for information needed to process or investigate the complaint; or

    • the complainant cannot be located after reasonable attempts.

    Findings: After a review of the relevant documentation, materials, and interviews, the Non-Discrimination Coordinator shall prepare a written determination whether, based on a preponderance of evidence, the allegations of discriminatory conduct are substantiated. The complainant shall be promptly notified of the Non-Discrimination Coordinator’s findings.

  • SLDC prohibits retaliation or intimidation against anyone because that individual has either taken action or participated in action to secure rights protected by federal anti-discrimination laws. SLDC will promptly and fairly address claims of retaliation or intimidation in the same manner under theses procedures as other claims of discrimination.

  • Every effort shall be made to obtain early resolution of complaints and to resolve complaints informally. If the complainant is dissatisfied with SLDC’s resolution, the complainant may also submit a written complaint to the appropriate federal agency in accordance with the requirements of the appropriate federal agency.
