Land Clearance for Redevelopment Authority (LCRA)

Mayor appoints five commissioners
Must be taxpayer
Must be resident of the City for five years
Primary source: Section 99.340.2. All commissioners of an authority shall be taxpayers who have resided for a period of five years in, in the case of a municipality, the area within the municipality; and, in the case of a county, the area within the county.

Planned Industrial Expansion Authority (PIEA)

Mayor appoints five commissioners
Must be resident of the City for five years
Must be taxpayer
Shall be representative of the community as a whole and shall be appointed regardless of race, creed, national origin or political affiliation (Ordinance 54788; St. Louis City Code Section 3.84.030)
Primary source: Section 100.330. ... All commissioners shall be appointed by the mayor or chief executive officer of the city, shall be taxpayers of the city, and shall have resided in the city for five years immediately prior to their appointment.
